Legal but not Lawful. Legal under the de-facto,.. but not lawful under the constitution.
Why does it matter if a private corporation has a CAFR account? It is their business to run as they wish.
What really matters is that the entire 'country' (including us) was turned over to international bankers in 1933. It has been increasing run as a for-profit enterprise ever since.
